အေမရိကန္သမၼတ၏ သမၼတဦးသိန္းစိန္ႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္သို. ေပးစာ




ႏုိ၀င္ဘာလ ကုန္ႏွင္႕ ဒီဇင္ဘာလဆန္းတြင္ ျမန္မာႏုိင္ငံ သုိ့ ခ်စ္ၾကည္ေရး ခရီးလာေရာက္ခဲ႕သည္႕ အေမရိကန္ ႏုိင္ငံျခားေရး ၀န္ႀကီး ဟီလာရီ ကလင္တန္ ၏ခရီးစဥ္တြင္ အေမရိကန္ သမၼတက ေပးစာ ႏွစ္ေစာင္ထည္႕သြင္းေပး လိုက္ေၾကာင္းသိရသည္။ ေပးစာ တစ္ေစာင္မွာ ႏုိင္ငံေတာ္သမၼတ ဦးသိန္းစိန္ထံ သုိ့ ေပးပုိ့ျခင္းျဖစ္ၿပီး က်န္ ေပးစာ တစ္ေစာင္မွာ ေဒၚေအာင္ဆန္းစုၾကည္ထံ သုိ့ ေပးပုိ့ျခင္းျဖစ္သည္။ မစၥတာအုိဘားမား၏ ေပးစာကုိ ႏုိင္ငံေတာ္ သမၼတႀကီး ဦးသိန္းစိန္က ဒီဇင္ဘာ ၁ ရက္နံနက္ ၁၀ နာရီ ၁၀ မိနစ္တြင္ ေနျပည္ေတာ္ရွိ သမၼတ အိမ္ေတာ္ဧည္႕ခန္း၌ လက္ခံ ေတြ႔ဆံုစဥ္ေပးအပ္ခဲ႕ၿပီး ေဒၚေအာင္ဆန္း စုၾကည္ထံသုိ့ေပးစာကုိမူ ရန္ကုန္ၿမိဳ႔တြင္ သူမႏွင္႕အတူ ညစာစားစဥ္ ဟီလာရီကလင္တန္ က ေပးအပ္ ခဲ႕ျခင္းျဖစ္သည္။ အထက္ပါ ေပးစာႏွစ္ေစာင္ သည္ ျမန္မာႏုိင္ငံ ႏွင္႕ပတ္သက္၍ စူပါ ပါ၀ါႏုိင္ငံႀကီး တစ္ခု၏သေဘာထား အျမင္ကုိ ထင္ဟပ္ ေနျခင္းေၾကာင္႕  အတြက္ ဘာသာျပန္ ဆုိေဖာ္ျပ လိုက္ပါသည္။

ၿပီးခ့ဲတဲ့ သီတင္းႏွစ္ပတ္ခန္႔က ဘာလီကြၽန္း မွာက်င္းပခဲ့တဲ့ အေမရိကန္- အာဆီယံေခါင္း ေဆာင္မ်ား ထိပ္သီးအစည္းအေ၀းမွာ ကြၽန္ေတာ္ တုိ႔ႏွစ္ဦး ေတြ႕ဆံုေဆြးေႏြးခြင့္ရခဲ့တာကုိ ေက်နပ္ မိပါတယ္။ အေဆြေတာ္ရဲ႕ ဦးေဆာင္မႈနဲ႔ အတူ ျမန္မာႏုိင္ငံမွာ ျပဳျပင္ ေျပာင္းလဲမႈ လမ္းေၾကာင္း ကုိ တြန္းအား ေပးတဲ့ေျခလွမ္းေတြမ်ား စြာ လုပ္ ေဆာင္ႏုိင္ခဲ့တာကုိ ကြၽန္ေတာ္အားေပးလိုပါ တယ္။
ကြၽန္ေတာ့္ အေနနဲ႔ ျပဳျပင္ေျပာင္းလဲမႈ အတြက္ အေဆြေတာ္ရဲ႕ အျမင္ကုိ ႏွစ္ဦး သေဘာ အရေဆြးေႏြးဖို႔၊ ဒီမိုကေရစီ အသြင္ ကူးေျပာင္းမႈနဲ႔ လူ႔အခြင့္အေရးကာကြယ္မႈျမႇင့္ တင္ေရးဆုိင္ရာ အေဆြေတာ္ ရဲ႕ႀကိဳးပမ္းအား ထုတ္မႈေတြကုိ အေမရိကန္ျပည္ေထာင္စု က ဘယ္လို အေထာက္အပံ့ ေပးႏုိင္မလဲဆုိ တာေလ့ လာဖို႔ ႏုိင္ငံျခားေရး၀န္ႀကီး ကလင္တန္ ကုိ အ ေဆြေတာ္ရဲ႕ႏုိင္ငံသုိ႔ ေစလႊတ္ၿပီး အေဆြေတာ္တုိ႔ အစုိးရ သာမက ျပည္သူမ်ားနဲ႔ တုိက္႐ုိက္ေဆြး ေႏြးကာ ႏွစ္ႏုိင္ငံဆက္ဆံေရးျမႇင့္တင္ဖို႔ ေမွ်ာ္လင့္ ခဲ့ပါတယ္။ ကလင္တန္ အေနနဲ႔ အျပန္အလွန္ စိတ္၀င္စားမႈနဲ႔ အျပန္အလွန္ေလးစားမႈေတြကုိ အေျခခံၿပီး ကြၽန္ေတာ္ တုိ႔မွာ ဆက္လက္ရွိေန ေသးတဲ့ ျမန္မာႏိုင္ငံ အေပၚ စုိးရိမ္ပူပန္မႈ ေတြကုိ အေဆြေတာ္ရဲ႕အစုိးရနဲ႔ ေစ့စပ္ ညိႇႏႈိင္းေပးမွာ ျဖစ္ ပါတယ္။ ကြၽန္ေတာ္နဲ႔ ႏုိင္ငံျခားေရး၀န္ႀကီး ကလင္တန္ ယခင္က ေျပာခဲ့ဖူးသလို ဆက္လက္ လုပ္ေဆာင္ရမယ့္ အရာေတြအမ်ားႀကီးရွိပါေသး တယ္။ အေမရိကန္ျပည္ေထာင္စုအေနန႔ဲ ျပဳျပင္ ေျပာင္းလဲမႈ ေအာင္ျမင္ေရးအတြက္ အေဆြ ေတာ္ရဲ႕ႀကိဳးပမ္းအားထုတ္မႈေတြမွာ စစ္မွန္တဲ့ လက္တဲြေဖာ္ အျဖစ္ရပ္တည္သြားဖို႔ အဆင္သင့္ ရွိေနပါတယ္။
ဒီသမုိင္း၀င္ ခရီးစဥ္ကုိ ႀကိဳတင္ျပင္ဆင္မႈ ၌ အေဆြေတာ္ တုိ႔အစုိးရရဲ႕ ကူညီမႈကုိ ေလးစားစြာ အသိ အမွတ္ျပဳပါတယ္။ ႏုိင္ငံျခားေရး ၀န္ႀကီး ကလင္တန္ရဲ႕ေဆြးေႏြးမႈ ေတြမွ တစ္ဆင့္လက္ဆုပ္ လက္ကုိင္ျပႏုိင္တဲ့ အက်ဳိး ရလဒ္ေတြၾကားသိရဖို႔ ကြၽန္ေတာ္ ေစာင့္ေမွ်ာ္ေနပါတယ္။ သူမနဲ႔ေဆြး ေႏြးမႈ ေတြမွတစ္ဆင့္ ကြၽန္ေတာ္တုိ႔ႏွစ္ႏုိင္ငံ ဆက္ ဆံေရးမွာ စာမ်က္ႏွာ သစ္ဖြင့္ႏုိင္မယ့္လမ္း ေၾကာင္း ထက္သုိ႔ေရာက္ရွိ မယ္လို႔ ကြၽန္ေတာ္တုိ႔ အားလံုး ေမွ်ာ္လင့္ထားပါတယ္။

ျမန္မာအစုိးရ အေနနဲ႔ ဒီမိုကေရစီျပဳျပင္ ေျပာင္းလဲေရးသုိ႔ ဦးတည္တဲ့ တြန္းအားေပး ေျခ လွမ္းမ်ားစြာ ေဆာင္ရြက္ခဲ့တာေတြ႕ရတဲ့ အတြက္ ကြၽန္ေတာ္ ေက်နပ္မိပါတယ္။ ႏုိင္ငံျခား ေရး၀န္ ႀကီး ကလင္တန္ရဲ႕ခရီးစဥ္ ဟာ ယူနီဗာ ဆယ္လူ႔ အခြင့္အေရး အေပၚ အေလးထားမႈနဲ႔ ႏုိင္ငံေရး က႑ သစ္ ဖြင့္လွစ္ေရးကုိ ျမႇင့္တင္ ေဆာင္ရြက္ဖို႔ အေမရိကန္ျပည္ေထာင္စုက ဘယ္လို အေထာက္ အပံ့ ေပးႏုိင္တယ္ဆုိတာကုိ ေလ့လာဆန္းစစ္မွာ ျဖစ္ပါတယ္။

It was a pleasure and an honor to speak with you recently. As I said during our conversation, I have long admired your brave and unwavering struggle for democracy, and I consider our conversation a highlight of my recent visit to Asia.
I am pleased that the Burmese government has taken several encouraging steps in the direction of democracy and reform. Secretary of State Clinton's visit will explore how the United States can support efforts to foster political opening and respect for universal human rights, as well as demonstrate the seriousness of our commitment to helping the people of Burma achieve their democratic aspirations.

I am pleased we had an opportunity to see each other in Bali (Indonesia), at the U.S.-ASEAN Leaders Meeting two weeks ago. I am encouraged that under your leadership your country has undertaken several encouraging steps on the path toward reform.

 
 
I have asked Secretary of State Clinton to visit your country to discuss your vision for reform, explore how the United States can support and advance your efforts to transition to democracy and promote protection of human rights, and talk directly to your government and citizens about prospects for enhancing relations between our two countries. To that end, she will engage your government about our continuing concerns in the spirit of mutual interest and mutual respect. There is much work to be done, and as Secretary of State Clinton and I have said previously, the United States stands ready to serve as a genuine partner in your effort to achieve lasting change.
